events leading up to the manifesto

I have heard that before the manifesto was released that Wilford Woodruff took a vote of those who were for plural marriage and those who were for state hood. The vast majority were for state hood and thus the Lord could not fight the battles of those who called themselves saints but would not accept the fullness of the gospel and thus the dream that lead to the manifesto.

I would appreciate any clarification and documentation about this.
